Is public relations taken seriously in Tanzania?

Communication has evolved over the years in Tanzania to become one of the most essential disciplines. It is a little surprise, therefore, that more and more university graduates are taking public relations careers as companies seek to boost their images in a world in which accountability to, and proper communication with the public has become a key component of business. However, is the work of PR professionals in Tanzania really taken seriously?
One would be forgiven for answering the question in the affirmative without any element of doubt because at face value, all seems to be aglow in the prestigious field of public relations: the TV appearance, the press conferences and events. Yet experts and professionals in the communications field say behind all the glamour and glitter that more often than not comes with their career, PR is still grossly undervalued and massively underutilised in Tanzania.
Grossly undervalued
Rukia Mwangungulu, a communications specialist with a government agency, says with all the efforts that have been done to improve communication in the country, the field of public relations is facing many challenges as it tries to penetrate to be a culture in our society.
“It appears that PR is still undervalued and underrated as a marketing specialty in Tanzania. Most companies, for example, do not give public relations professionals enough space to determine the course and shape of the firms’ interaction with the public,” she observes.
“In most cases, the problem is with the attitude of senior management, who tend to lack trust and belief in the role of PR people – so sometimes even your efforts to provide information to the public face stiff resistance from within the organisation.”
In the public sector, public relations got a shot in the arm during former President Benjamin Mkapa’s second term when he launched the Communication Initiative to address the need for the government to tackle a potential PR disaster. By that time, the government had read the writing on the wall: the call for better service delivery, transparency, integrity, professionalism and good governance had become a song for the free media and civil society.
There was heavy criticism of government from various quarters, including the opposition. And the overnight explosion of the media coupled by and spurred on by an urban population overwhelmed by the new free economy posed a serious challenge. So, the idea behind the Communication Initiative was, therefore, to proactively shape the image of government amid mounting criticism, and to effectively justify the new policy as well as to communicate the success story of the current administration.
Attend regular training
In the same spirit, when President Jakaya Kikwete took over power, he gave the initiative more prominence by ordering that every ministry and government agency employ two professional communicators to handle the public relations portfolio. To date, heads of communication in government departments attend regular training to hone their PR skills. But has the attitude changed for the better?
Not much, suggests Martin Mugarula, who also works as an information officer with a government department. “Of course, most departments have communications units, but that is all – the PROs are there because the President gave the order. But in reality, their work is not taken seriously,” says Martin, a mass communications graduate.
“In most cases you find that a junior PR officer does not have a say when it comes to decision-making on matters related to external communication – your advice is thrown away. You want to release information to all the media houses, for example, but your senior won’t hear about that because they want the information given to the state media.”
The majority of PR specialists in the country are grossly underpaid, Martin adds, earning much less that their counterparts in other African countries where the career is more appreciated. More so, Tanzania does not have a vibrant body of PR practitioners, that functions like the Public Relations Institute of South Africa (Prisa), for example.
Irene Kiwia, managing director of Frontline Management, a top PR consultancy in Dar es Salaam says she has started mobilising public relations practitioners in Tanzania to set up the organisation.
“I believe by the end of this year we will be having it. We are planning to bring PR experts from developed countries to share their skills with local practitioners,” says Irene, who also decries the slow growth of the industry as a result of lack of understanding of its scope.
Interestingly, from college and university, an increasing number of journalism and mass communication graduates are opting for careers in public relations. At Tumaini University, Iringa, 80 per cent of journalism students last year preferred to major in public relations. The trend is said to be the same at St Augustine University and University of Dar es Salaam’s School of Journalism and Mass Communication. Gone are the days when print and electronic journalism were the dream of many mass communication students.
And of late, many students admit to desire to follow in the footsteps of the likes of Rukia Mtingwa of Vodacom Tanzania, former Multichoice public relations manager Lucy Kihwele and Kelvin Twisa of Airtel, who have become regular representatives of big companies in the media.
Despite the growing interest in the field, says Genevieve Kasanga, Kensington Associates Ltd director, PR as a discipline is yet to be fully appreciated and taken seriously by many influential individuals and organisations in Tanzania.
“PR is not growing fast in Tanzania because there are people in the industry who do not know how much it helps to build the image and reputation of their organisations,” says Genevieve, whose company offers PR consultancy and training.
“I believe what we might need now is for the curriculum in schools and colleges that offer PR studies to be amended in such a way that it suits the current scenario,” adds the former corporate affairs official of Standard Chartered (UK).
Barbara Kambogi, Multichoice Tanzania public relations manager, predicts that despite the hurdle, the PR industry is posed for continued growth.
“I think it will grow to be as big as the marketing industry in Tanzania because more and more organisations are realising the importance of public relations,” she says.
Paul Brown, Chat Public Relations Agency director agrees. He says contrary to common belief PR is key to business. “The success of any organisation can be determined by how good its PR department is because it is the face and the voice of the organisation,” says Brown.
Generally, many key individuals and organisations agree that PR is very important. But while this is clear, implementation remains a challenge, experts say.
Elsewhere, the practice of public relations is spread widely. The Public Relations Society of America (PRSA), the world’s largest public relations organisation, is a community of more than 21,000 well-paid professionals that works to advance the skill set of public relations. PRSA also fosters a national student organisation called Public Relations Student Society of America (PRSSA).

Napenda pia nitoe shukrani zangu kwa uongozi wa chuo, mshauri wa wanafujnzi mama Nasania, mwadhini wa wa chuo na mwisho si kwa umuhimu, nahamu mkuu wa chuo, kwa ushirikiano wao kwangu, serikali yangu na wanafunzi kwa ujumla.
Ni takribani miezi nane tangu tuingie madarakani serikali yetu ili tuwatumikie wanafunzi wenzetu kwa kauli mbiu ya “uongozi wenye maono, malengo na mwelekeo”
Ni kauli mbiu iliyobeba ilani yetu ya uchaguzi kwa wananchi ni ilani iliyoahidi kuwa dira na mwongozo wetu katika kuongoza na kujiongoza.
Ilani yetu ilibeba ajenda zipatazo kumi ,(1) ambazo ni serikali uwakilishi sawa,shirikishi lililo wazi, uwajibikaji, uvumilivu na heshima,yenye , (1)mikopo,(3) taaluma, (4)malazi,(5) ulinzi(6) makundi maalumu(7),Afya, (8)mazingira na chakula(9), michezo na furaha,(10) usafiri na mawasiliano pamoja na maswala ya kijamii.
Serikali yangu ninayoiongoza imejitahidi kuwa serikali ya watu kutoka kwa watu, na watu kwa ajili ya watu.
Tumewahudumia watu kwa unyenyekevu kupokea na kutatua kero za watu, kwa kadri ya uwezo wetu
Tumewajibika kutoa ufafanuzi pale palipohitajika , tumetoa taarifa na maelekezo mbalimbali kwa wakati, tumekuwa wazi na wasikivu pia.
Swala la mikopo ndiyo injini na inatafasiliwa kama ndiyo kazi hasa ya serikkali na nikiri hapa zipo changamoto za kutosha hata hivyo tumejitahidi japo katika mazingira magumu kufanya yafuatayo,
Mosi kwa mara ya kwanza tuliwawezesha wanafunzi wa sheria wote kupata pesa ya field,
Pili tumewezesha pesa ya field kutolewa kwa wote pasipo kuzingatia mwaka wa masomo.
Tatu, tumejitahidi sana kutoa taarifa zozote zinazohusu kukawia kwa mkopo, kufika kwa mkopo, kusaini mikopo na maelekezo mbali mbali madarasani pale ilipobidi ili kufafanua na kutuliza munkari kwa madarasa ambayo yamekuwa na changamoto za kimikopo nimefika utalii , engineer, philosophy na sheria mwaka wanne. tumefanya vikao mbalimbali na maafisa wa bodi ofisini kwangu hata bodi DSM. Inatulazimu mara nyingine kutumia mbinu ya robbing and advocacy ili tupate na kuwahishiwa mikopo na tumefanikiwa pia. Pia tumeweka timu ya kutosha yenye upendo, uvumilivu, uwazi na ukweli na uwajibikaji katika eneo hili, ukifika utapokelewa kwa tabasamu na bashasha. Hata hivyo katika hili sehemu kubwa ya changamoto zipo nje ya wigo wa serikali yetu.
Nne, chuo chetu kwa muda wote wa uongozi wangu kimekuwa cha kwanza kupata mikopo,
Katika taaluma mengi tumefanya na mengi tunatarajia kufanya, utakumbuka kuwa muda wa mapumziko hasa kati ya semista na semsita haukuwepo, mapema tu baada ya kuingia katika muda mfupi, kwa sasa upo wa wiki mbili katikati ya semisita na pia siku za kupumzika katika sherehe na matukio ya kitaifa zipo za kutosha, library na studio hakukuwa na jenerator tulikaa na uongozi zaidi ya mara mbili tulisisitiza hili tayari jawabu lipo. Tulikaa kikao cha taaluma na makamu mkuu wa chuo DVCAA mnamo tarehe 13/05/2011 na kukubaliana yafuatayo.

Kuhusu ulinzi ,uongozi wa chuo una mtazamo tofauti na serikali yangu wa kuwa na kituo cha polisi, VC alisisitiza ulinzi wa patrol na wa kampuni ya kukodi japo alikiri udhaifu mkubwa uliopo katika kampuni ya ulinzi.
Nasikitika kusema kwamba huduma rafiki kwa watu waalio katika mkundi maalumu bado uongozi haujalipa uzito wa kutosha hata hivyo nafurahi kuwataarifu kuwa upande wa library sehemu maalumu pale chini imetengwa kwa watu hawa kupata huduma.
Kuhusu afya, mazingira na huduma za chakula tumekaa na viongozi kwa ajili ya kuboresha eneo hili, kwanza matabibu wameongezwa pale zahanati ya chuo, madawa yapo, ufasi na uhakika wa vipimo bado ni changamoto. Katika moja ya safari zangu nje ya nchi nimekutana na mama mmoja wa Canada aitwaye Kay Marris ambaye ni raisi wa Key foundation ambaye amekubali mwaliko wangu mwezi ujao kuja Tanzania kutoa misaada ya vifaa vya kisasa katika zahati yetu na pia kutoa msaada katika kituo chochote cha watoto yatima kilicho karibu.
Kuhusu chakula kwanza tulifanya tenda bodi ili kusaili na kupata watoa huduma wapya na mama Mkinga catering, mama Mdamo, mama Kashekulo na Mr zaharia (quick choice) na Makuli Seifu(burger) Walipatikana, wengi wetu ni mashahidi juu ya huduma zinazotolewa na watu hawa wapya achilia mbali gharama zake ambazo ni changamoto ya kimfumo wa bei kitaifa, hata hivo tumejitahidi kuudhibiti.
Pia niliunda timu ya tenda kupata mwekezaji mpya katika eneo la celtel point ambapo waziri wa sheria na katiba mzee Manyama John aliongoza timu na flaming catering service Ltd waliibuka washindi, wanao mpango kabambe wa kupageuza kuwa bora na penye mvuto wa ajabu kutakuwa ka mali fulani kwa kutoa huduma zote za vinywaji chakula saloon, Atm, maduka n.k.
Changa moto iliopo sasa ni gharama za chakula bila kutokana maneno wala kuyapindisha ukweli ni kuwa ilikuwa ni vigumu sana watu hawa kuendelea kuuza chakula cha aina yote kwa shilingim 1000 au 1200 hasa kwa kuzingatia hali halisi ya maisha ya sasa nchini, kila kitu kimepanda.
Serikali yangu, uongozi wa chuo pamoja na watoa huduma ya chakula tulifikia mwafaka kuwa baadhi ya chakula kipande kama kuku wali 1500, samaki wali 1500, mixer 1500 na vyakula vingine kama wali nyama , ndizi nyama viwe 1200, wali dagaa, wali magarage iwe sh 1000 na tumewaelekeza waweke wazi hizo bei ili mtu asikose chakula, iwe ni utashi wa mlaji kama atapenda nini.
Kuhusu michezo kwa furaha napenda kusema kwamba shughuli mbalii mbali za kiburudani zimefanyanyika kama ifuatavyo:-
Mosi TBL walifanya tamasha lao hapa na kutoa zawadi mbalimbali
Pili kampuni la Pepsi pia walifanya tamasha lao hapa ambapo mwanamziki Afande sele alikuwepo katika tukio hili.
Tatu kampuni la zantel wamefanya tamasha lao na kutoa zawadi mbali mbali.
Nne, mashindano ya fawasco yalifanyika kwa ufanithi , ubunifu na staili mpya, japo zawadi ya VC ilichelewa kutoka lakini ile ya SAUTSO pamoja na kuiboresha pia tuliitoa palepale.
Tano, galla night kawa mara ya kwanza ilifanyika kwa ufanisi mkubwa ambapo mwanamziki aliyekuwa akishindanishwa kupata tuzo ya MTV kwa jina la CPwaaa alitumbuiza kwa kiwango bora kabisa kana kwamba haitoshi tukio hili liliboreshwa na kuleta mvuto na shamrashamra nyingi; vinywaji vingi, mziki mzuri chakula kizuri na kitamu, ninyi ni mashahidi.
Sita, Bonefire pia imefanyika hivi karibuni vilevile kwa ufanithi mkubwa ambapo mwanamziki mwanaharakati ROMA alitoa burudani ya kutosha japo hatukuwa na pesa ya kutosha kufanya sherehe hii kama 1300000/= tu ilitumika kuratibu yote mliyoyaona sikuj hiyo.
Saba, timu zetu za football, netball, basketball zilifanya ziara chuo kikuu cha Dar es salaam kwa michezo ya kirafiki kwa ujumla tulifanya vema na kumpa furaha mkuu wa chuo ambaye ametoa ufadhili kwa wale waliofunga magoli.
Nane, tumenunua vifaa vya michezo vilivyo bora zaidi kwa ajili ya timu zetu
Tisa, timu yetu ya football imefanya michezo mingi ya kirafiki dhidi ya ya bugando na toto na kushinda thidi ya Bugando kutoa droo kwa toto inayoshiriki ligi kuu (pongezi).
Kumi, kwa mara ya kwanza tumeweza kushawishi viwanja vyetu; kwanza kuwekwa eneo na pia kufanyiwa marekebisho makubwa. Kwa sasa uwanja ni basketball umefanywa matengenezo makubwa uwanja wa netball pia umefanyiwa marekebisho makumbwa uwanja wa football pia umefanyiwa marekebisho makubwa na pia ujwanja wa netball umejengwa upya karibu na raila odinga
Kuhusu usafiri na mawasiliano serikali yetu imefanya yafuatayo:-
Mosi mpango wetu wa kununua gari (basi) kubwa umezaa matunda ambapo VC amepata msaada wa basi katika moja ya nchi aliyotembelea huko ulaya taratibu za kulileta hapa zinaendelea
Tumeweza kutengeneza na kuweka masanduku ya maoni, sehemu mbalimbali kantini, SAUTSO na karibu na M13 ili kupokea maoni na kama sehemu ya kuwajibika kwa kuwa wawazi, maoni mengi na mbalimbali yametolewa na tumeyafanyia kazi. Tunamalizia taratibu za kutengeneza natice bodi bora na ya kisasa.
Changamoto bado ni nyingi sana;
Bado baadhi ya ndugu zetu hawapati mikopo kwa wakati, ieleweke si tatizo la serikali yangu bali uzembe wa board na wanafunzi we nyewe, ikiwemo na uzembe wa baadhi ya watumishi wa chuo
Pia kuna uchache wa madarasa jambo linalopelekea kuwa na vipindi hadi jumamosi, baadhi ya programme hazina walimu wa kutosha
Baadhi ya madarasa yapo karibu na barabara hivyo kelele za magari na wapiti njia ni tatizo
Gharama za makazi ni changamoto nyingine japo ni ya muda tu kwani naamini kwa mwaka ujao wa masomo hali itakuwa tofauti
Utaratibu wa kutoa provisional result bado hauridhishi katika ufanisi na kasi ya kutoa.
Bado baadhi ya watumishi wa chuo hawathamini nafasi ya mwanafunzi na serikali ya wanafunzi kwa ujumla, hoja ,kero,ajenda na maombi mbalimbali ya wanafunzi kupuuzwa bila kujali kuwa uwepo wao si lolote kama si sisi wanafunzi
Kuhusu bylaw tumefanya kila tuliloweza lakini hadi sasa hakuna, wanafunzi wa mwaka wa kwanza hawajui wanaishi katika wigo upi wa kisheria, nini haki na wajibu wao kama wanafunzi, kwa ujumla wanafunzi hawajui yako wapi mabadiliko ya bylaw yanayosemwa, corporate yupo hapa, nimefika ni zaidi ya mara nne kwake juu ya hili, Kuhusu prospectors pia corporate atakili.
Kuhusu penalty ya sh. laki moja, ndugu zangu tambueni hatukuiunga hatujaiunga na hatutaiunga kwa sababu zifuatazo; nikubwa mno,wanafunzi hawakupewa fursa na mda wa kuijua na hatimaye kujiandaa kuikabili (principle of natural justice)

KUTOKA SAUT COLLEGE BARAZA YAFANYIKA
Kutoka chuo kikuu cha Mt.Augustine,leo limefanyika collage baraza ambalo limewakutanisha Makamu mkuu wa chuo (VC Charles Kitima), Dean Of Students (mama Nasania), Corporate counsel, serikali ya wanafunzi (SAUTSO) pamoja na wanafunzi wa chuo cha SAUT kwa pamoja kwa ajili ya kuzungumzia kero mbalimbali ambazo zinawakabili wanafunzi wawapo ndani na nje ya chuo,mengi yamesemwa na wanafunzi na kutolewa ufafanuzi na Makamu mkuu wa chuo.
Yafuatayo ndio yaliweza kutolewa ufafafanuzi na makamu mkuu wa chuo.
1. Swala la ulinzi hafifu ndani na nje ya chuo,Makamu mkuu wa chuo ametoa ufafanuzi kuwa swala hilo limeshafika chini ya uongozi wake na wanalifanyia kazi hasa kwa kuboresha kampuni ya ulinzi iliyopo chuoni kwa kuongeza idadi ya walinzi wengi wa kufanya patrol kila wakati,pia swala la kujenga kituo cha polisi eneo la Nsumba amesema kuwa “Hakuna haja ya kujenga kituo cha polisi Nsumba kwa sababu polisi wanawekewa lita za mafuta kwenye gari zao kwa ajili ya kufanya patrol eneo lote la chuo hivyo hata kikijengwa bado itawabidi wafanye patrol tu eneo zima hivyo kituo kilichopo Nyegezi kinatosha.”
2. Ulipaji wa faini ya shilingi laki moja, VC Kitima amesema kuwa wale wote wanaochelewesha ulipaji wa ada bila sababu za msingi basi lazima faini hiyo Wailipe ametoa msimamo wake kwa kusema kuwa “hatakuwa na msamaha kabisa kuhusu faini hiyo”,akaendelea kutoa ufafanuzi kuwa kwa wanafunzi ambao watakuwa na matatizo yoyote kuhusu ada basi wafike katika ofsi ya DVCAF - father Mwanjonde kwani ndiye amepewa mamlaka yote yanayohusiana na swala la ada na mambo mengine yote yanayohusiana na fedha.
3. Tatizo la lugha chafu inayotolewa na baadhi ya wafanyakazi wa chuo,VC Kitima amesema swala hilo atalifuatilia kwa ukaribu kabisa na kwa wote watakaobainika kufanya hivyo basi hatua kali zitachukuliwa dhidi yao ikiwemo kusimamishwa kazi,wanafunzi wamekuwa wakilalamikia baadhi ya ofsi za chuo ambapo wamekuwa wakikutana na lugha zizizolizisha na saa zingine kuambulia matusi,na ofsi hizo zilianikwa wazi kuwa ni kwa mkuu wa idara ya Elimu (Mabere),ofsi wa wahasibu wa chuo, ofsi inayohusika na mikopo ya wanafunzi.
4. Tatizo la miundo mbinu kwa wanafunzi wenye ulemavu, chuo kimeonekana kutokuwa na miundombinu ya kuwasaidia wanafunzi wenye ulemavu kwa kupanda ngazi wakati wa vipindi au Makitaba kwenye magorofa makamu katolea ufafanuzi kuwa majengo yote hayo yanasehemu maalum kabisa kwa ajili ya kuweka lift zitakazo ondoa tatizo hilo lakini bado imeshindikana kwa sasa kwa sababu ya tatizo la uchumi ambalo linaikabili nchi na hata chuo chenyewe akaendelea ksema kuwa gharama ya kununua lift moja ni sawa na kujenga darasa moja kama M13.
5. Uwepo wa kozi nyingi kwa muhula mmoja, wanafunzi wamekuwa wakilalamika sana juu ya kuwepo masomo mengi mpaka kufikia kozi 12 kwa semester,VC Kitima kasema kuwa hii ni private university ina sheria zake za kiutendaji hivyo kozi hizo haziwezi kutolewa na nia siyo kumuumiza mwanafunzi bali ni kumweka katika mazingira mazuri ya kupata maarifa ya kutosha ili aweze kuendana na soko la ajira na kuweza kumweka mwanafunzi wa SAUT kuwa tofauti na wanafunzi wa vyuo vingine.

Tatizo la mikopo ya wanafunzi, wanafunzi wamekuwa wakilalamika juu ya ucheleweshwaji wa mikopo yao na wengine majina yao kutokutolewa kwa wakati,Makamu mkuu kasema kuwa swala la mikopo ni mkataba kati ya bodi na mwanafunzi husika na sio SAUT lakini wao wanaweza kusaidia pindi panapobidi,akafafanua kuwa mpaka sasa hivi bodi bado hawajotoa fedha za ada kwa wanafunzi wanaonufaika na mikopo hiyo,hivyo kuna uwezekano wanafunzi wasifanye mitihani ya mwisho wa semester ya kwanza.
7. Tatizo la uhaba wa computer makitaba na internet, VC Fr. Kitima ameweka bayana kuwa swala hilo linafatiliwa kwa ukaribu kabisa na tayari wamefunga mkonge wa Taifa wa Internet na hivi punde utaanza kutumika hapa chuoni na pia kawapa ushauri wanafunzi wajitahidi wanunue laptop ili waweze kwendana na mabadiliko ya sayansi na technolojia.
Mambo mengi yamezungumzwa pia mafanikio yamewekwa bayana mfano chuo kimeweza kuajiri wahadhili mbalimbali kutoka sehemu mbalimbali za dunia kwa nia moja tu ya kuweza kuimarisha na kutoa elimu bora,pia mkuu kasema yuko tayari kuajiri mhadhili yoyote kwa bei yoyote ili kuweza kuboresha elimu.VC kapongeza pia serikali ya wanafunzi kwa kuwajibika vizuri na pia kwa kushirikiana na uongozi wa chuo, Makamu pia katoa nasaha zake kwa wanafunzi wote hasa wasichana kujiepusha na kwenda night clubs kwani hazina umuhimu wowote bali zinaharibu performance katika taaluma.
